  During the steamboat era Warsaw's main business district area was on Main Street between the courthouse and the Ohio River. In those days the courthouse faced north towards the river. See the following postcard. With the end of the steamboat era and the beginning of railroad and truck freight the business district developed south of the courthouse.

 

 

 WPA projects in the 1930s reoriented the courthouse to face south and installed a water and sewer system.
