McCARTNEY was born in Fleming County, Ky., February 27, 1861, and is a son of John C. and Mary (Dent) McCartney, natives of Carlisle, Penn., and Fleming County, KY. Isaiah Dent, father of Mrs. Mary McCartney, was also born in Fleming County. John P. McCartney graduated from Centre College, Danville, in 1880, read law with Andrews & Sudduth, was admitted to practice in 1882, and the same year formed a partnership with Gilbar A. Cassidy for practice in Flemingsburg. In 1884 he was a Blaine and Logan elector for the Ninth Kentucky Congressional District, and is the present chairman of the Republican County Committee.
