Kentucky: A History of the State, Battle, Perrin, & Kniffin, ed. 8-B, Wayne County I.N. Shepperd, circuit clerk, Monticello, Ky., is a native of Wayne County, born November 11, 1824, and the fourth of ten children born to Silas and Mary (Stone) Shepperd, viz: Ervin, James J., Fountain F., I.N., Sarah J., William S., Francis M., Thomas H., Margaret and Shelby. Silas Shepperd, a native of Virginia came to Kentucky with his parents and settled two miles east of Monticello, Wayne County; he was a hatter by trade, and took part in the war of 1812, but devoted the greater part of his life to agricultural pursuits. He was a son of Isaac Shepperd, also a native of Virginia. Mary (Stone) Shepperd, who was born in Virginia, was a daughter of James and Margaret (Jones) Stone. I.N. Shepperd received his education at the common schools. In 1851 he was elected to the Legislature by the Whig party and served one term, when he acted as deputy county and circuit clerk until 1857. He subsequently went to Washington City to accept a clerkship in the treasure's department and remained until March 11, 1861, when he resigned, and in September of the same year entered the Confederate army as Quartermaster in the Forty-sixth Mississippi Regiment, holding the position until the close of the war. He then went to Georgia and engaged in the lumber business about one year, when he returned to Wayne County, Ky., in 1866. In 1855 he was admitted to the bar, but did not enter into active practice of the legal profession until 1866. In 1868 he went to Danville, Ky., where he practiced law and assisted in the circuit clerk's office until 1872; he then again returned to Wayne County, where he was engaged in practice until 1874, at that time running for county and circuit clerk of Wayne County, in which he was defeated seven votes for county clerk and elected circuit clerk by 350 votes. In 1878 he was again a candidate for county clerk, to which office he was elected. He held both offices until 1886, when he was re-elected circuit clerk.
